PayPal 报告了问题之后需要多长时间才能退款

    租了一个 VPS 服务器，结果迟迟没开通，一直是 Pending 状态，提了工单过了快一个星期了还没回复，只能选择退款了，不知道 Paypal 要多久才能处理完？具体流程是怎么样的？

    过去遇到过楼主类似的问题，我是买完之后第二天商家跑路了，1 个月之后才退回来
